Masaharu SHINOHARA
International Association of Ports and Harbors Vice President
Masaharu SHINOHARA serves as Vice President, IAPH (International Association of Ports and Harbors) since 2016. He has been involved with IAPH technical committee activities since 2011.
He also serves as Executive Officer, Kobe-Osaka International Port Corporation, which develops and manages container terminals at Port of Kobe and Port of Osaka in Japan.
He also works as Visiting Professor, Open University of Japan since 2021.
He has a considerable experience and expertise in container terminal management/operation, information technologies application and maritime cargo analysis.
He graduated from Engineering Department, University of Tokyo, and has a master’s degree from Stanford University.
Lars Anke
Hamburger Hafen und Logistik AG Chief representative
As a sinologist, historian and political scientist, Mr. Lars Anke has dealt with the different regional activities of German institutions and companies during his studies in China. After completing his studies he has been with the German Asia Pacific Business Association as Regional Manager responsible for Greater China and Mongolia. From September 2006 until April 2019 he served as the Chief Representative of the Hamburg Liaison Office China, the official representation of the Federal State of Hamburg, and was in charge of projects and affairs in the area of politics, economy, culture, education, tourism, port and marketing. For the Port of Hamburg he is, in addition to China, also responsible for the Japanese and Korean markets. Mr. Lars Anke served as Commissioner General of Hamburg’s participation in the Shanghai World Expo 2010. In September 2017 Mr. Anke was honored with the Shanghai Magnolia Sliver Award. Since April 2019 he is as Head of Sales Projects at Hamburger Hafen und Logistik AG responsible for international projects and strategy of the group.

交通运输部天津水运工程科学研究院正高级工程师/政研中心主任
周 然，理学博士，正高级工程师，交通运输部天津水运工程科学研究院交通发展与政策研究中心主任，国家水路绿色建设与灾害防治国际合作基地办公室主任，交通运输部交通新型智库专家，中国水运建设行业协会科学技术专家库入库专家，天津市科技专家库入库专家，天津市“一带一路”智库专家，天津市交通运输新型智库专家，江西省交通强省研究院第一届技术委员会委员，青岛市航运智库专家，大连海事大学研究生校外导师。
主要从事交通发展战略规划、交通绿色智能发展、交通科技创新等方面的研究。近年来，密切跟踪“一带一路”倡议，交通强国、军民融合等国家战略，主持完成交通运输政策研究、战略规划类项目50余项，向国家发改委、交通运输部等部委提交资政建言20余篇，多篇建言获省部领导肯定批示，其中2021年9月参与起草的资政建言获得习近平总书记批示并批准印发。
